Preface

Programme planning is an important aspect of agricultural extension activities. The success or failure of an extension programme largely depends on the planning of an extension programme. While extension programme planning the programme planner should clearly understand the basic principles of planning, objectives and purposes of the programme, socio-economic conditions of the people to whom the programme is intended, etc. This booklet describes all these aspects of extension programme planning in detail. I. Introduction

Programme planning is a procedure of working with the people in an effort to identify the unsatisfactory situations or problems and determine possible solutions or objectives and goals. This is a conscious effort to meet the needs, interest and wants of the people for whom the programme is intended. In making programmes the following questions will give key orientation and justification to the programmes.

-What needs do people have?

-How can needs be identified?
-What plans of priority should be set up for meeting people's needs?
-What resources are necessary to meet people's needs?
-How should the resources be organized and directed to help people meet their needs?


In programme planning we are required to know:
-Where we are now?
-Where we ought to reach?
-How to do it?

This type of planning gives meaning and system to action.

The components of programme planning are complex. These are: people their needs, their interests, useful technology, educational process analyzing situations, making decision about what should be done. A study and use of facts and principles, knowledge, imagination and reasoning ability, efficiency in handling techniques or research, ability to synthesise facts are also essential components of extension programme planning.

II. Basic Principles

Extension programmes have the definite purpose of improving rural life through individual, group and community action. Extension programme planning j has certain principles which hold good irrespective of the nature of the people and regions. These principles are stated here.

1. Programmes should be based on an analyses of the past experiences, present situations and future needs.
2. Programmes should have clear and significant objectives which can satisfy important needs of the people.
3. Programmes should fix up priority on the basis of available resources and time.
4. Programme should clearly indicate the availability and utilisation of resources.
5. Programmes should have a general agreement at various levels;
6. They should involve people at the local level.
7. They should have definite plan of work.
8. Programmes should provide for evaluation of results and reconsideration of the programme.
9. Programmes should provide for the equitable of the benefits amongst the members of the community.

III. Abilities of a Programme Planner

An extension programme planner should have following qualities for planning an agricultural extension programme.

1. Ability to understand the nature and role of the extension service organizations. It requires knowledge on following aspects.

a. Development, present scope, philosophy and objectives of community development.
b. Organization and administration.
c. The responsibility and opportunity of the agency in development of the country.

2. Knowledge and understanding of technology related to subject with which the programmes are to deal with.

3. Ability to clarify the objectives of programme and to state them so that they are useful in guiding the programme. This will include:
a. understanding the nature of purpose and role of objectives;
b. knowledge of levels and inter-relationship of objectives; and
c. skill in stating and using objectives to guide educational activities.
